Broker & Commissions
The broker-api service holds broker configuration and the commissions earned when a broker-introduced policy is bound.

BrokerConfig
BrokerConfig records a broker integration: a unique broker_id (a free-text identifier (there is no separate Broker/Party entity)), a delegated_authority_limit (the maximum policy size the broker may bind without insurer countersignature), and a default_commission_rate. Both money/rate fields default to 0.
Commission
A Commission is a fee payable to a broker when a policy they introduced is bound or renewed. It records the broker_id, the policy_locator, the applicable rate, the computed amount, and a settlement status.
status is a real DB CHECK: PENDING | PAID. Commissions are reconciled against billing invoices.

Caveats
broker_idis a free-text identifier, not aPartyFK;policy_locatoris a locator (text) reference.- There is no broker entity beyond
BrokerConfig; the broker is not a first-class party.
